The physical risks of a changing climate were underlined in recent months when the world\u2019s most powerful tropical cyclone of 2025 hit the Philippines twice in a few days in November 2025. Typhoon Kalmaegi made a landfall across central Philippines causing flash floodings and landslides particularly in the province of Cebu, where the entire communities were washed away with a heavy death toll. It then moved towards Vietnam.<\/p>\n\n\n\n

\u5c31\u5728\u201c\u5361\u5c14\u9a6c\u5409\u201d\u8fc7\u540e\u6ca1\u51e0\u5929\uff0c\u53f0\u98ce\u201c\u51e4\u51f0\u201d\u53c8\u4ee5185\u516c\u91cc\/\u5c0f\u65f6\u7684\u6301\u7eed\u98ce\u901f\u3001\u6700\u9ad8\u8fbe230\u516c\u91cc\/\u5c0f\u65f6\u7684\u9635\u98ce\u88ad\u51fb\u83f2\u5f8b\u5bbe\uff0c\u5bfc\u81f4140\u4e07\u4eba\u6d41\u79bb\u5931\u6240\u6216\u7d27\u6025\u64a4\u79bb\u3002\u6570\u65e5\u4e4b\u5185\u8fde\u906d\u4e24\u573a\u91cd\u5927\u98ce\u66b4\u7684\u60c5\u5f62\uff0c\u4e5f\u8ba9\u5f53\u5730\u57ce\u5e02\u4e0e\u533a\u57df\u97e7\u6027\u9762\u4e34\u5de8\u5927\u538b\u529b\u3002<\/p>\n\n\n\n

Just days after Kalmaegi, Fung-Wong hit the Philippines with sustained winds of 185 km\/h and gust up to 230 km\/h, displacing 1.4 million people. This show of back-to-back major storms within days reveals the acute stress on urban and regional resilience systems.<\/p>\n\n\n\n

\u800c\u5728\u4e0d\u4e45\u4e4b\u524d\uff0c\u53f0\u98ce\u201c\u6866\u52a0\u6c99<\/em>\u201d\u767b\u9646\u4e2d\u56fd\u5357\u90e8\u3002\u683c\u5170\u745f\u59c6\u7814\u7a76\u6240\uff08Grantham Institute\uff09\u5f00\u5c55\u7684\u4e00\u9879\u5feb\u901f\u5f52\u56e0\u7814\u7a76\u53d1\u73b0\uff0c\u6c14\u5019\u53d8\u5316\u4f7f\u53f0\u98ce\u201c\u6866\u52a0\u6c99<\/em>\u201d\u53d1\u751f\u7684\u53ef\u80fd\u6027\u63d0\u9ad8\u4e86\u7ea649%\u3002\u4e2d\u56fd\u5357\u90e8\u5927\u7ea636%\u7684\u635f\u5931\u53ef\u5f52\u56e0\u4e8e\u4eba\u4e3a\u53d8\u6696\u3002\u53d8\u6696\u8fd8\u8ba9\u201c\u6866\u52a0\u6c99<\/em>\u201d\u7684\u98ce\u901f\u589e\u5f3a\u7ea67%\uff0c\u964d\u96e8\u91cf\u589e\u52a0\u7ea612%\u3002<\/p>\n\n\n\n

Shortly before, Typhoon Ragasa stroke Southern China. A rapid-attribution study by the Grantham Institute found that climate change made Ragasa about 49% more likely, with roughly 36% of the damage in southern China attributed to anthropogenic warming. Its winds were boosted by approximately 7% and rainfall by 12% due to warming.<\/p>\n\n\n\n

\u4eca\u5e74\u4e03\u6708\uff0c\u5df4\u57fa\u65af\u5766\u7684\u5b63\u98ce\u6d2a\u707e\u9020\u6210\u903e300\u4eba\u6b7b\u4ea1\uff0c\u8d85\u8fc74,000\u4e2a\u6751\u5e84\u88ab\u6df9\u6ca1\uff0c\u5e76\u7834\u574f\u4e86\u6cbf\u5370\u5ea6\u6cb3\u7684\u5927\u91cf\u57fa\u7840\u8bbe\u65bd\uff0c\u5305\u62ec\u4e3b\u8981\u9053\u8def\u548c\u6865\u6881\u3002<\/p>\n\n\n\n

In July this year, the Pakistan Monsoon Floods, killed more than 300 people, submerged over 4,000 villages, and damaged extensive infrastructure including major roads and bridges along the Indus River.<\/p>\n\n\n\n

According to the Report on Climate Change and the Escalation of Global Extreme Heat (May 2025), four billion people, 49 percent of the global population, experienced at least 30 days of extreme heat during the study period. In 195 countries and territories, climate change has at least doubled the number of extreme-heat days. This pervasive heat stress carries major implications for urban health, building design, infrastructure resilience, and the planning of green spaces.<\/p>\n\n\n\n

The same study, referring to State of Wildfires 2024\u20132025 (Copernicus ESSD), notes that in northeast Amazonia, extreme fire-weather conditions during January to March 2024 were 30 to 70 times more likely due to anthropogenic climate forcing, a pattern also observed in the Congo Basin. These tropical forest fire events severely affected biodiversity, ecosystem services, and carbon storage, and they also influenced nearby urban regions through degraded air quality, population displacement, and disruptions to watershed systems.<\/p>\n\n\n\n

\u540c\u6837\u4ee4\u4eba\u8b66\u8b66\u60d5\u7684\u662f2024\u5e74\u79cb\u5b63\u897f\u73ed\u7259\u74e6\u4f26\u897f\u4e9a\u5730\u533a\u51fa\u73b0\u7684\u6781\u7aef\u964d\u96e8\u2014\u2014\u5355\u65e5\u964d\u6c34\u91cf\u76f8\u5f53\u4e8e\u5f53\u5730\u4e00\u6574\u5e74\u7684\u5e73\u5747\u964d\u6c34\u3002\u968f\u4e4b\u800c\u6765\u7684\u5c71\u6d2a\u66b4\u53d1\u5bfc\u81f4\u5927\u91cf\u623f\u5c4b\u88ab\u6bc1\uff0c\u5e76\u9020\u6210\u4e25\u91cd\u7684\u4eba\u5458\u4f24\u4ea1\u3002<\/p>\n\n\n\n

Equally alarming was the extreme rainfall in Spain\u2019s Valencia region during autumn 2024, where a single day\u2019s precipitation equaled the annual average. The resulting flash floods caused widespread destruction of homes and significant loss of life.<\/p>\n\n\n\n

\u8fd1\u51e0\u4e2a\u6708\u63a5\u8fde\u53d1\u751f\u7684\u6781\u7aef\u5929\u6c14\u4e8b\u4ef6\u5f15\u53d1\u5168\u7403\u5173\u6ce8\uff0c\u5e76\u5e26\u6765\u4e86\u4e00\u4e2a\u975e\u5e38\u7d27\u8feb\u7684\u95ee\u9898\uff1a\u6c14\u5019\u53d8\u5316\u7684\u5f71\u54cd\u6b63\u5728\u4ee5\u4f55\u7b49\u901f\u5ea6\u52a0\u5267\uff1f\u6b63\u5982\u8054\u5408\u56fd\u653f\u5e9c\u95f4\u6c14\u5019\u53d8\u5316\u4e13\u95e8\u59d4\u5458\u4f1a\uff08IPCC\uff09\u6240\u8b66\u544a\u7684\u90a3\u6837\uff1a<\/p>\n\n\n\n

This dramatic series of extreme weather events in recent months has captured global attention and raised pressing questions about the accelerating impacts of climate change. As the Intergovernmental Panel on Climate Change (IPCC) warns, <\/p>\n\n\n\n
